He's mad because the IRS changed the withholding tables to take less of his income each month instead of holding it for a full year.

Hey, Matt, you have the authority to demand the IRS withhold all your income and give it back to you at the end of the year in one lump sum (less the tax - and interest earned). It's called a Form W-4.
