Which is true in a commercial environment -- think of Apple's iPad, where the bells-and-whistles were added in iPad versions 2 and 3. But in military development, less than full capability puts the initial pilots at additional risk.

Compared to the President's Budget, the Ryan Plan constitutes about a 1% annual reduction in spending. And the Democrats consider that catastrophic? Scaled to my budget, a 1% reduction in spending is pocket change -- not even cigarette money.
