I do think that Julie Pace does a point in saying that the 'social media' may possibly have an effect in driving government(s) to actually do something. But that was true prior 'hashtag activism'; witness the Tea Party in 2010, which had a much longer-lasting effect, and was accomplished by much more than posting 'selfies' from the basement.
