Yep. When I was working we had a contractor in New Hampshire requiring me to land in Boston and drive north. Boston drivers are so bad that if you give them an inch they'll try to park in it.

Also yep. D.C. has the lowest speeding rate. I commuted to Arlington, next to D.C., for 11 years. The reason for the lowest speeding rate is that the roads are so congested that you cannot possibly even hit the speed limit, much less exceed it.
