(2) If they're here illegally, but with no criminal records, then let those who wish to stay and become citizens pay a nonrefundable charge equivalent to the fees (legal and otherwise) paid by legal immigrants. That charge must be paid over a fixed period of time or goodbye, no refund, no return.
