Based on the dates in the chart above, my guess is that it began with the introduction of government intervention in the form of the Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020 (Public Law 116-123), the Families First Coronavirus Response Act (P.L. 116-127), the Coronavirus Aid, Relief, and Economic Security (CARES) Act (P.L. 116-136), and the Paycheck Protection Program and Health Care Enhancement Act (P.L. 116-139) in March and April of 2020.
Then along came the Biden administration in January 2021....
And here we are today.
