I couldn't find the Abbott & Costello skit online, but it goes like this: The pair has a wad of dollar bills which they've agreed to split down the middle. Bud Abbott has the bills and begins counting them out to Lou Costello: "One dollar for you, one dollar for me. Two dollars for you, one, two dollars for me. Three dollars for you, one, two, three dollars for me ...."

Substitute votes for dollars and you've got the Democrats' process.
