HOUSE REPUBLICAN proposes using tax code to combat climate change.

It's certainly a better approach than the Obama administration's picking and choosing winners and losers (Solyndra, anyone?) but I'm still skeptical. I'd prefer the government get the hell out of the way and leave private enterprise alone.
