I might be willing to consider something along the lines of a 'Special Investigator', provided that office's sole authority would be to issue a report detailing its findings to the American citizenry. I would also require that office be severely limited in time (say, 1 year), scope, and budget, with all authorizing documents made publicly available;Short of that, never again.
have no prosecutorial authority; be required to issue periodic reports to the American public; and report only to a designated bipartisan subcommittee of Congress.

GREGG JARRETT: Stone indictment shows no evidence of Trump-Russia ‘collusion’. What it - and Mueller's other indictments - does show clearly is that there should never, ever be another Special Counsel with prosecutorial powers appointed for any reason whatever.
