STATE DEPARTMENT: Yes, that $400 million not-a-ransom to Iran was contingent upon releasing U.S. prisoners.

Ransom? Quid pro quo? What's the difference (other than one is legal; the other is not)?

UPDATE: Ransom is now 'leverage'.
