TRUE STATEMENT: California's real water problem. When we lived in Lancaster (desert north of Los Angeles) our water bill was negligible, despite watering our lawn twice a day and having a swimming pool that needed refilling every night due to daytime evaporation of one inch or better.

But, as Instapundit noted, "pricing water fairly [wouldn't] produce sufficient opportunities for graft".
