AIR FORCE for better, faster, cheaper weapons development. This isn't unique to the Air Force; the 'better, faster, cheaper' transformation occurs regularly in the DoD about every 10 years. And without exception, every time the bureaucrats step in to 'improve' the acquisition process, they muck it up.

This will be the 4th 'improvement' I've seen since I started working as a defense contractor.
