BECAUSE THEY CAN: Why do weak nations like Russia provoke stronger ones like the United States? "Putin defines power not by tanks or GDP, but by a state’s willingness to gamble to use whatever power it has. He assumes that others less reckless than he would rather rationalize their unwillingness to use their superior economic and military assets than run the risks of employing them."


With Obama, Putin's probably right.
