SHILOH LAUNCH COMPLEX: Space Florida's plan to build a state-run launch complex on the environmentally sensitive fringes of Kennedy Space Center is ready for its federal and public vetting over possible environmental impacts.

It's interesting to note that the Merritt Island National Wildlife Refuge didn't exist until after the government started launching rockets from (then) Cape Canaveral. The original purpose of the refuge was as a buffer zone to keep housing and commerce away from the launch sites.
