Whether Obama knew or not (and I believe he did) is irrelevant; the issue is the 'Shadow of the Leader', the fact that the culture of a bureacracy takes on the attributes of its leadership. If the leader believes the ends justify the means, as Obama evidently does, the bureaucracy acts on that belief.
