SOLVING THE IMMIGRATION PUZZLE:
The immigration system is like a jigsaw puzzle. If one or more pieces are out of whack, the puzzle makes no sense. To fix the system, Congress must make sure all of the pieces fit together, logically and snugly.
Bush and Bolick make a good argument for comprehensive reform. I have no quarrel with the basics, but to get me to sign on, they will have to convince me that the borders will be secured as part of the process. For example, a logical way to proceed is to tie the number of amnesties granted to the reduction in number of illegal crossings.
