IT'S TAX TIME AGAIN, so Maryland's Chesapeake Bay Foundation is aggressively on the radio promoting their Maryland state tax checkoff for 'waterways improvement and education and outreach programs' and asserting that they will not spend a dime for lobbying.

Huh? 'Education and outreach' programs are not lobbying? Must be that it's only lobbying when you 'educate and outreach' to government officials.
