I hope President Trump plays some form of the Jackson doctrine: fight back aggressively on the legal front and ignore the lower courts' diktats until the casea wend their way through the Federal court system to the Supreme Court. Then obey if (and only if) the final decision goes against the administration. Trump has his own legal team, and I suspect his exeutive orders have been fully vetted and declared both legal and constitutional by them before they were signed by the President.

After all, Blue states have already ignored the Supreme Court. Without penalty, I should add.
