POOR MANAGEMENT IS NOT A CRIME: The Department of Justice found “substantial evidence of mismanagement, poor judgment, and institutional inertia leading to the belief by many tax-exempt applicants that the IRS targeted them based on their political viewpoints.”

But it wasn't criminal.

Hogwash! Tell that the Wall Street executives now facing possible criminal persecution prosecution.
Corporations can only commit crimes through flesh-and-blood people.... It’s only fair that the people who are responsible for committing those crimes be held accountable. The public needs to have confidence that there is one system of justice and it applies equally regardless of whether that crime occurs on a street corner or in a boardroom.
Unless it's a government boardroom.
